Eugene H. Cochrane Mr. Cochrane is the Managing Director of Bohemia River Consultants, a firm that provides program, project, and construction management services and operational audits for engineering and construction projects. Mr. Cochrane is also the Managing Director of Claim Resolution Company, a firm that provides third party administrative services for sureties and construction claims services for owners, sureties, and contractors.

Mr. Cochrane's background includes having been a Senior Operations Auditor, Construction Manager, Project Manager, and the corporate Manager of Contracts for Bechtel Corporation in San Francisco with responsibility for claims against Bechtel or its clients throughout the world; and the Vice President and Manager of Construction for United Engineers & Constructors (Raytheon Engineers & Constructors).

Mr. Cochrane's engineering and construction claims experience includes having prepared or defended claims on nuclear, fossil, and hydro power projects in the United States and Canada, gas pipeline and oil refinery products in the Middle East, airport projects, mining projects, pharmaceutical plants in Europe, colleges, schools, apartments, industrial plants, and commercial retail projects.

Mr. Cochrane's project and construction management experience includes providing engineering management services for the $2.5 billion Toronto, Canada subway expansion project; managing the design and construction of the conventional baggage handling system at Denver International Airport (DIA) when the airport failed to open on schedule for the fourth time; the design and construction of the expanded automated guideway transit system (rail car) maintenance facility at DIA; and an enhanced oil recovery facility for ARAMCO in Saudi Arabia.

Mr. Cochrane has served as an expert witness in litigation and arbitration hearings and has been the guest speaker for many professional societies and engineering/construction symposiums.
